Contracting Vintner Permit ​(PBP)

The Contracting Vintner Permit authorizes an entity to:

  • Contract out production of wine ​to a third-party contractor.
  • Sell the wine produced by contractors to licensed wholesalers.

License ​renewal

The Contracting Vintner Permit must be renewed by August 31 of even years. ​ Learn more about the renewal schedule​.

​​ ​This license does NOT authorize:
  • The manufacturing, fermenting, brewing, or bottling of wine by the licensee
  • The sale or consumption of liquor
  • The distribution and sale of wine to retail locations
  • The retail sale of wine to customers for consumption or to-go

​Application requirements and instructions​

First, it's important for you to review the general ABL applicant requirements listed on the ABL license directory page ​to make sure you are eligible to apply.

When you’re ready to apply, we recommend submitting your application using our free online tax portal, MyDORWAY. It’s faster and easier than completing a paper application, and you don’t have to worry about mail proc​essing or making a trip to one of our offices.​

  • ​License f​ee: $400 (​Due every two years with license renewal)

License requirements ​​
  • You must submit a completed Application for Registration of Beer and Wine Producer or Importer​ (ABL-500), including all supplemental forms. See Forms below for more information. We recommend applying on MyDORWAY, but if submitting a paper copy of the application, make sure it’s signed and dated. 
  • You must demonstrate that you have a contractual arrangement with a licensed winery.
    • You must submit a copy of a binding, written agreement between the applicant and the contractor being utilized for production services. 
    • ​You must submit a signed affirmation letter certifying the nature and scope of the arrangement between the applicant and the contractor. 
    • If your contractor is a winery that operates in another state, you may be required to submit proof of licensure in the state in which it operates. 
  • You must submit a copy of your Federal Tax and Trade Bureau (TTB) Basic Permit or TTB Brewer’s Notice. 
  • You must submit an Application for Beer/Wine Brand Registration (ABL-569) that lists all labels and brands which are produced by the contractor. 
    • For each label or brand listed, submit a Certificate of Label Approval (COLA) from the Tax and Trade Bureau (TTB). If the alcohol content is less than 7% ABV, submit a copy of the label or brand. 
    • If your contractor is listed on the Certificate of Label Approval, you may need to demonstrate that you are the owner-in-fact of the brand. 
  • Y​ou must designate a wholesaler that holds an open South Carolina Wholesaler License in good standing. 
  • No person may have direct or indirect ownership, influence, or financial interest in more than one of the following entities: a manufacturer, a distributor, or a retailer of beer or wine.
