In addition to filing and paying many Motor Fuel Taxes, you can also request a Motor Fuel Refund, complete Diversion and Importer Vouchers, and view Motor Fuel lists.

All Motor Fuel returns must be filed on MyDORWAY. There are three filing options available that vary based on the return or voucher type – MyDORWAY Manual Entry, Excel Upload, or XML File Upload.

Importers and Exporters must file returns using the SCDOR Excel template provided on MyDORWAY.

Suppliers, Terminal Operators, and Transporters have the option to file returns using the SCDOR Excel template provided on MyDORWAY.

*If your Supplier, Transporter, or Terminal Operator return has more than 1,500 transactions, you must use a certified software provider and file by XML.

XML filers must use a certified Motor Fuel XML software provider to create their XML file for these returns.

Beginning September 30, 2026 at 5 p.m., BSWA SecureNet will no longer be accessible.
All Sales XML uploads can be submitted on MyDORWAY starting October 2, 2026 at 10 a.m. To prepare for this upcoming change, review the updated Sales XML Taxpayer Guide (D-171).

Updated Sales XML Reporting Requirements (beginning October 2, 2026)

Below are some reporting requirements you must follow to successfully upload XML returns when we move to MyDORWAY. Review your current XML data now to ensure your file will not generate errors that will prevent you from filing your returns:

You must use a valid 9-digit retail license/file number assigned by the SCDOR in the XML file for a Sales, Use, Accommodations, or Max Tax account.
The same retail license file number cannot be used for multiple returns in the same XML file.
ST-389 Local Taxes must be valid for the period filed (expired Local Taxes will not be allowed).
Net taxable sales for each local tax type cannot exceed total gross proceeds.
Sales Tax Holiday deduction is only valid for the month of August. (Quarterly and Annual filers may also claim this deduction if applicable. Quarterly filers will report this deduction on their Q3 return.)
XML files cannot be processed for periods with a return already on file for the account.

Batch filing is a convenient electronic filing method for payroll tax service providers or other return preparers who file 10 or more returns in a quarter. See our Batch Withholding Program page for more information about this option and apply to participate as a batch filer.

Use MyDORWAY, our online taxpayer portal, to submit wage and tax statements (W-2 and 1099) to the SCDOR.

Pay on MyDORWAY

We recommend making payments on MyDORWAY, the SCDOR's free online tax portal.

You can make payments by:

Credit card (Visa, Mastercard, American Express, Discover)
ACH Debit (also known as e-check Electronic Funds Withdrawal)
- If you have a debit block on your bank account, your bank will need the information below to allow your payment made on MyDORWAY to be drafted from your account:
  - Debit Block/Originator ID – 5576000286
  - Name – South Carolina Department of Revenue

What you should know about third-party payment websites like DOXO

The South Carolina Department of Revenue (SCDOR) urges customers to be cautious of third-party online bill payment websites, including DOXO, when attempting to pay their SCDOR bills online.

DOXO is not affiliated with the SCDOR, and we cannot accept responsibility for transactions made through that site. DOXO and sites like it may charge additional fees, and the SCDOR cannot control when payments made through the site will be received. Customers will be responsible for missed or late payments.

The SCDOR offers online bill payments through our online tax portal, MyDORWAY, even if you don't have a MyDORWAY account. There are no additional fees for paying on MyDORWAY. You can access the payment portal on MyDORWAY without logging in by doing one of the following:

Visit mydorway.dor.sc.gov and click Make a Payment
OR
Type dor.sc.gov/pay directly into your browser's web address bar
Example:

Please note that typing “dor.sc.gov/pay" or similar search terms into a search engine like Google, instead of directly into your browser’s web address bar (as shown in the example above), may return results for DOXO and other third-party sites.

Pay by ACH Credit

An Automated Clearing House (ACH) credit is when you “push” money from your account to someone else, such as a friend, family, business, or state agency.

For the SCDOR, you can pay most taxes with an ACH credit:

Paying by ACH credit requires you to instruct your bank (or financial institution) to originate an ACH transfer to the SCDOR’s bank.
Apply on MyDORWAY, the SCDOR's free and secure online tax portal, to obtain the required record addenda layout and banking information to complete your transaction.

If paying with a paper check, you should know...

The SCDOR only accepts paper checks drawn from a United States bank.
Paper checks may be converted to a debit (ACH) transaction which will process payments faster, and the payment will show as an electronic payment on bank statements (scanned check images will not show on bank statements).
Follow the instructions on your notice or form for mailing instructions.
