The 2025 Software Developer Guide has been updated and revamped for the new year. The guide includes updated preferred language and form specifications in addition to the usual form change information.
July 16, 2025
The SCDOR requires a yearly Letter of Intent (LOI) before you can be approved for submitting MeF and paper forms for review. Email your completed LOI to LOISubmissions@dor.sc.gov by August 11, 2025. After the SCDOR has approved your LOI, you will receive an acceptance email and more information about our new forms submission process. You will not be able to submit forms for review until you have received the acceptance email.
If you have any questions or concerns, email us at softwaredevelopersforms@dor.sc.gov.
