All Withholding filers, including payroll service providers and tax preparers, that submit 100 or more returns or payments per filing period must submit their returns and payments electronically. Businesses that submit 10 or more W-2 and 1099 forms must also submit those forms electronically. 

Even if you aren’t required to use an electronic option, you should consider doing so. Filing and paying electronically is faster, easier, and more secure than mailing paper returns and checks.

How to file and pay online

 

Batch Withholding Program

For preparers who submit 10 or more Withholding returns per filing period, the Batch Withholding Program is the recommended option. File all of your returns quickly and easily in one submission. 

  • ​You must apply for the Batch Withholding Program before filing Batch Withholding returns.
  • Both the application and the return are submitted through MyDORWAY.

File a return on MyDORWAY

Need to file one return at a time? Our free online tax portal allows anyone who files Withholding returns to do so quickly and easily:

  1. Log in to MyDORWAY.
  2. Choose your client (if applicable), and select the Accounts tab.
  3. Scroll to your Withholding Tax account and click File Return.

Make a single payment on MyDORWAY

Make pre-payments on MyDORWAY​:​

  1. Log in.
  2. Choose your client (if applicable), and select the Accounts tab.
  3. Scroll to your Withholding Tax account and click Payments, Returns, and Periods.
  4. On the next screen, click Make a Pre-Payment (WH-1601).

Make return payments on MyDORWAY:

Click Pay on the confirmation screen immediately after submitting your return.

If you don’t make a payment immediately after filing your return, you can make a payment later:

  1. Log in.
  2. Choose your client (if applicable), and selecting the Accounts tab.
  3. Scroll to your Withholding Tax account and click Payments, Returns, and Periods.
  4. On the next screen, next to the period where you need to pay, click Make Payment.​

Payments accepted on MyDORWAY:

  • ​​Credit card (Visa, Mastercard, American Express, Discover)
  • ACH Debit (also known as Electronic Funds Withdrawal​)

Bulk Withholding Payments

​The SCDOR’s Bulk Withholding payments option allows Withholding filers to make payments for multiple Withholding accounts from one bank account. 

To make Bulk Withholding payments, you must first apply for the ​Batch Withholding Program. However, you do not have to file returns using the Batch Withholding Program to make Bulk Withholding payments.​

Make a Bulk Withholding payment on MyDORWAY:

  1. Log in.
  2. Select the More tab.
  3. Click Bulk Withholding ACH Debit Payment.​

ACH Credit payments

To make ACH Credit payments, taxpayers must instruct their financial institution to originate an ACH transfer to the state’s bank. 

Authorize ACH Credit payments for a client on MyDORWAY:

  1. Log in.
  2. Select the More tab.
  3. Click Request ACH Credit Banking Instructions

This option is available for more than just Withholding Tax accounts. However, ACH Credit payments create the most errors and delays in payment processing.
