Fees​

  • License fee: $400 (Due every two years with license renewal)

License requirements

  • You must submit a completed Application for Registration of Beer and Wine Producer or Importer (ABL-500), including all supplemental forms. See Required Forms below for more information. We recommend applying on MyDORWAY, but if submitting a paper copy of the application, make sure it’s signed and dated.
  • You must submit a copy of your Federal Tax and Trade Bureau (TTB) Basic Permit or TTB Brewer’s Notice.
  • You must submit a copy of your current alcoholic beverage manufacturing or importing license issued by your state.
  • You must register your brands online at: productregistrationonline.com​​​​.
  • For imported labels, submit a copy of the authorization letter giving the importer the right to import as the American Source of Supply.
  • For each label or brand listed, submit a Certificate of Label Approval (COLA) from the Tax and Trade Bureau (TTB). If the alcohol content is less than 7% ABV, submit a copy of the label or brand.
  • You must designate a wholesaler that holds an open South Carolina Wholesaler License in good standing.
  • No person may have direct or indirect ownership, influence, or financial interest in more than one of the following entities: a manufacturer, a distributor, or a retailer of beer or wine.

​​The fastest, easiest way to submit these forms and apply for a Beer & Wine Producer or Importer Permit is by using our free online tax portal, MyDORWAY.

  • Application for Registration of Beer and Wine Producer or Importer (ABL-500)
  • Application for Beer & Wine Brand Registration (ABL-569)
    • ​​If you’re applying on MyDORWAY, submit the ABL-569, TTB Basic Permit, and TTB Brewer’s Notice as attachments. You do not need to submit an additional paper copy of these documents if applying on MyDORWAY.
  • ​Verification of Lawful Presence in the United States – Applicant and Principals (ABL-920)
  • Applicant and Principal Consent and Waiver (ABL-946)
    • ​​ If you’re applying on MyDORWAY, the ABL-920 and ABL-946 are part of the normal application workflow. You do not need to submit or attach a paper copy of the ABL-920 or ABL-946 if applying on MyDORWAY.

There are two types of businesses that require a Beer & Wine Producer or Importer Permit to operate:

  • ​beer or wine producers that operate outside of South Carolina but intend to ship into and sell in South Carolina
  • importers that import beer or wine from outside of the United States

Beer and wine brands can be registered through Product Registration Online (PRO)​ or by submitting the ABL-569 as part of the application process.

Yes, beer and wine producers and importers must file the Beer or Wine Importer Report monthly using MyDORWAY. Contact the SCDOR’s Miscellaneous Tax section for more information at 803-896-1970.​

​Yes, you must obtain a Beer & Wine Producer or Importer Permit. With this permit, you will only be able to sell wine to licensed South Carolina wholesalers.​

To ship to a wholesaler, you must submit the ABL-500 and obtain a Beer & Wine Producer or Importer Permit.

To ship directly to a consumer, you must submit the ABL-571 and obtain an Out-of-State Wine Shipper’s License. However, only wineries or manufacturers with a Wine Producer or Blender’s Permit from the TTB and a manufacturing license in their respective state can legally ship products directly to consumers’ home address after obtaining the Out-of-State Wine Shipper’s License, and there is a limit of 24 bottles per month that you can ship to each resident.
